An Instrument to Provide ICT Investment Strategies for European Public Administrations

WP4 Development of Process Landscaping Methodology: Main Results

The Process Landscaping Methodology enables public administrations to capture their entire number of administrational processes – the process landscape. The process landscape of a municipal public administration can consist of more than 1,000 partly interdependent administrational processes. In order to allow a capturing of the whole process landscape the Process Landscaping methodology implements specific features and requirements (which are further described in Deliverable 4.3):

The PICTURE Process Landscaping Module captures the process knowledge with a specialized process modeling methodology based on predefined Process Building Blocks and the principal of sequential modeling, enabling the organization to fulfill the necessary modeling tasks. The Process Landscaping Module also includes mechanisms for planning and coordinating to distribute the modeling workload within the organization. It enables the actual process owners and executers – the administrational staff – to model their parts of the processes. Thereby, the PICTURE Process Landscaping Module enables the creation of high quality process information directly captured by the domain experts while at the same time ensuring only moderate resource effort in terms of both, personnel and time.

The Process Landscaping Module consists of two different parts: firstly a process modeling language consisting of visual elements like symbols and edges as well as corresponding syntactical rules, and secondly a modeling procedure model, i.e. a formal description and implementation of the mechanisms to coordinate and execute the modeling tasks.
The methodology provides process landscape models that serve as information basis for the measurement methodology of PICTURE. The Process Landscaping module captures the needed information within the process models in form of standardized attributes.
The process landscaping methodology has been defined in according meta-models with additional detailed description of the distributed modeling managing and coordination mechanisms to provide adequate means for an efficient and requirement consistent implementation within the PICTURE tool.

The Research results from this Work Package have been documented in Deliverable 4.7 and were implemented within the Process Landscaping Module of the of the web-based PICTURE tool.
