PICTURE is a European Commission funded STREP (Specific Targeted Research Projects) which pursues research, technological development and implementation with the aim of enabling high quality service delivery for European citizens and businesses by strengthening information and communication technology (ICT) diffusion in European Public Administrations.
The key PICTURE objective is to develop and validate a web-based tool that supports decision-makers in Public Administrations to develop successful long-term ICT investment strategies.
The PICTURE approach follows three steps:
ICT in this context are basic ICT components which are necessary for back-office reorganisation and influence several processes. Examples include workflow management systems, document management systems or optical archives.
The impact will not be determined based on single back-office processes but on a consistent view of all public services and their underlying processes, which we call the process landscape. In order to cope with the complexity of ICT and the large number of processes in PA, two abstraction layers will be introduced: Structural analogies and common elements of the processes will result in so-called process building blocks. The functionality of basic ICT components will be consolidated into groups of ICT functionality.
The potential impact will be determined by matching ICT functionality groups to process building blocks.
