Public Administrations are characterised by a function-oriented organisation, high levels of specialisation and division of labour as well as fragmented, cross-organisational service delivery processes. Under these circumstances, investment decisions for new Information Systems (IS) are difficult because their benefits and values cannot be precisely measured.
